Instructions
In a saucepan, combine rice vinegar, water, sugar, fish sauce, soy sauce, garlic, and red chili flakes. Bring to a boil.
Reduce heat and simmer for 5 minutes.
Add cornstarch mixture and whisk until thickened, about 2 minutes.
Remove from heat and let cool. Store in a jar in the refrigerator.
